Can this kind of action "place a barrow over oneself barrow" always to be allowed? Or only in the situation that the same value place has been fully occupied. When the self-replacement happens, can a player get VPs from booting? And go on, Can the player activate card Pedder or Pitchman or Negotiator?

You can only place over your marker if all of those values are already occupied by your markers otherwise you must pick an opponent.
If you boot your own marker you get the point as far as I remember. I remember a bug about this scenario.
