Saboteur's on Private Board Not Random

Did anyone notice that Saboteur's on a private game weren't random? I believe that the Saboteur's are to be chosen at random per round (3 rounds total. Is that correct?
I don't play on private, so maybe I will try to see what happened...
Anyways, do you report that bug, seem a bug.
