Number of pawns in Tock

Hi,
I played a game of Tock with two other opponents.
In the whole game I got only 1 King and 1 Ace and demanded an Ace from another opponent.
As you need four pawns to finish I had really not any chance at all to win because I had maximum three in play action.
I think that's not the way it should be if you want to give players more or less the same chances.
