In the actual board game the rules state when you complete an objective it must be declared immediately by placing face up in front of you.
However on this version players hoard their completed objectives and declare many at once when someone else has reached the target number of completed objectives.
Surely this version should have the same rules as the actual board game?

Can you give a source for that? I think the official rules are exactly like it is implemented on BGA.

From Takenoko rule book . . .

At any time during his turn, a player may complete an objective if the conditions shown on the card are met. To complete an objective, the player places the card face up in front of him.

So . . . a player MAY complete an objective . . . not a player MUST complete an objective.
