need "propose draw" option

I feel like the game will be even more balanced if we have an option for a rule that says "if there is a tie, then the player who starts last wins." Sadly, I guess this game is not being developed anymore. I mean, in other bug reports there is even a crucial bug (a position on outer boundary can't be placed.) :(
