site level bugs

every now and then a game I worked on gets what I would consider a site-level bug. whats the proper edict to switch it to site level? who ends up looking at it?

The best is to mark it as a duplicate of the matching website bug (after creating a "website" bug report if there is not one matching the problem already)

How about another button in the list of 'confirmed' 'notabug' like 'BGAbug' that just moves the whole report across?

Why not. Everything can be improved. But I was answering about what can be done at the moment with the system "as is".
EDIT: also, very often, the report will already exist at the site level, so transferring it would only add a report.
