Risk tokens

I don't think this is a bug, it's just not clear what's happening. Sometimes, when you have the risk token, the game asks you if you want to subtract a point from a movement card as you play it. Other times it seems not to offer this option but just gives you the end move button and takes an acclimatisation point from a climber.
I've looked at the printed rules and it says you can always choose what to remove the point from, but I'm wondering if there's a combination of cards which causes the game to decide that it must be taken from acclimatisation. The examples I'm talking about all we for hands which included both climbing and acclimatisation.
