Is this a bug? (Takenoko)

Greetings! In my latest game of Takenoko, something happened that I believe was wrong...but I'd like to discuss it here to confirm the problem or learn what was wrong on my end.
Basically, it was my turn and the game looked exactly as it does above, including those two objective cards in my hand. If I'm not mistaken, both of those objectives were met. I pressed on each one trying to turn them in, but the game rejected each one with an error saying that the objectives were not met.
So I then double-checked the game tiles in play and verified for both of these objectives, where the objective's number of bamboo stacks is X and height of those bamboo stacks is Y: (1) There are at least X tiles in play (2) that are irrigated, (3) that are of the color matching that of the objective's bamboo, and (4) that each contain a bamboo stack of at least height Y. (5) Since that all matched, I double-checked that all of these tiles had any improvement symbol(s) that might have been specified on my objective cards. No check was actually required, because neither of my objective cards specified an improvement symbol.
Next I checked the rules again to see whether I properly understood them. I'm pretty confident that I understood them correctly. Further, to validate my understanding of the rules, I double-checked the objective cards completed by the other players. Among them there was at least one objective of the same type (gardener/bamboo stacks) that had in the top-right corner all 3 improvement types, each crossed out. That objective card indicates that the only bamboo stacks that will be accepted for their objective are stacks on tiles containing NO improvement symbols of any kind. The existence of that objective card indicates that, conversely, tiles containing ANY improvement symbol are acceptable tiles for a gardener objective card that displays no symbol(s) in the top-right corner.
Altogether, this makes me believe that there is a bug in Board Game Arena's implementation of Takenoko. If I'm mistaken, please explain why to correct my understanding of the game. Otherwise I will post this in the Bugs section of this forum.
