Is multiaccounting to specifically hurt others rank considered legal/ok?

Actual topic (see below for some context if desired, though it should be a comparable issue in most games):
Is it legal according to the site‘s terms to create multiple accounts to specifically screw others ELO/arena points&ranks repeatedly, and if yes, is it considered ok as such (by community and devs), or should it maybe be added to the list of multiaccounting that is not considered as legal?
As concrete example, it is highly suspicious if there usually are hardly any arena games at all, and then, within 20min, 3 different players, all totally underrated in arena and/or ELO (one with only 2 plays so far, which got him arena access; one that didnt play at all for 3 years), all at a high skill level and all with the same behaviour, all with about the same games played on BGA, pop up and initiate arena games.
This, after 2 months of competitive arena play for 1st, pretty much destroyed any of my chances to win, because it‘s highly unlikely to even find enough games to make this up again, of which some likely will draw (see context) again.
If this is ok, it incentives highly ranked (arena) players (and trolls) to spam alts with which they set up games specifically to screw their fellow top competitors. Which shows why it should not be ok!
With the current reporting system, such a case is waved off, no chance to be investigated. But so does the possible action vs kingmaking (which imho is totally useless for 2-player games) and various other moderation policies, not to speak about the cases where banned cheaters arent removed from leaderboards.
What are your thoughts about this? Do you agree that the liberty with multiple accounts should be restricted, and maybe even have further examples for this? Or, if not, what are fair reasons for multiple accounts except screwing others by pretending a low skill level?

Nine Men‘s Morris is a draw game, meaning that two players that make no mistake always will draw, and that for a somewhat strong player it is pretty easy to play for a draw - especially for the second player, once because putting down the last stone is quite an advantage, and once because symmetric setups usually draw, which is much easier to do for the 2nd player.
Now, the current implementation is counting a draw as half a win for the weaker player, and as half a loss for the stronger. Meaning, if for example, an expert plays vs an average player (which in a not so popular game is kind of unavoidable if you are eager to play lots), he loses 8 times more points with a draw than he wins against the same player (I totally think this is a system design error, and should be changed, see my according suggestion here: https://boardgamearena.com/bug?id=19514, but that‘s not really the topic here). This is even more of an issue in arena, since there are way less arena games happening (therefore you can increase your points way slower, and point losses due to draws affect you more), and also because you can‘t select your opponents strength (I know you can restrict by tiers, but it‘s pointless with hardly any games available + just 2 tiers existing).
So in this scenario, it‘s not even necessary to lose to be screwed over, but simply to draw (which requires error-free play).
