Really confused about final scoring

So I just finished a 3 player game, and at the end there were several unfinished cities as always.
One incomplete city was contested by my two opponents; they each had 2 meeples in the combined city area. They each got 13 points for the incomplete city at the end.
Another incomplete city had 6 total city pieces, 3 of which had the 2 pt. coat of arms, and I was the only player with a meeple in the city. It was a Big Meeple, not that it should matter, as there were no opponent meeples in the city at all.
I got zero points for my incomplete city. As I mentioned, my opponents both got 13 pts. for tieing their incomplete city at 2 vs. 2 meeples.
For what its worth their city had 3 open ended pieces, mine only had 1, I just couldn't get a cap piece to finish it. So it isn't like theirs was closer to being finished than mine was, in fact mine was much closer.
How does that make sense? Is this a glitch or am I missing a rule?
