Help Needed: Windows 10 App? or Short Cut

All,
On my old PC I had a BGA app or icon pinned to my task bar and I cant seem to get the same thing on my new computers. What am I missing?
On my old PC when i click this icon BGA open right up but it doesn't look like it opens in a web browser it seems to open on its own app
Id love o get his back
