Getting victimized by kingmakers?

Well, at least 1% of my lost games are from bad moves from kingmakers 
.
Why everyone that joining my games are almost just some random kingmakers? We should have a more strict penalties for those pests. They ruins every games. And in all times, none have got penalties because of that, the worst was a guy set extremely unfair teams. Goods players against 2 beginners. And got moderated because I was insulting the host.
HOW YOU LET HIM GO WHITEOUT ANY PENALTIES?
