Can I create a game but not play?

Hi there,
apologies if I missed that in the FAQ but can I create a game but not play?
The idea being that I'd create the game (as a premium user) but spectate it instead of play it.

I think this would make it abusable. You could open premium games without playing yourself.

Yeah, you right, but maybe the non-premiums needed?
