Special cards

I was trying to find extra rules info on this game but it barely seems to exist outside of BGA (or I need to improve my googling skills). I’ve had action cards so un-often I seem to misuse them once I get them.
The Secur Express card: enables you to secure diamonds of one quality already present in your safe - is that diamonds in your hand or on the table or all visible diamonds?
