Missing cards

I have a 3 player game on the go and we've only just noticed that all the green cards are missing as well as the 1 rocket card.
Is this intentional or is it a bug?

It's in the Rules under a special heading "Challenge for Three" under Tips and Variants.
There is no BGA game option for this, so I'm guessing this is added in by default.
