Players overly declining the start of games

Today I was trying to play a game of Carcassonne, and in 7 games in a row, I was queued up with the same player who just automatically declined the start of the game. This was very frustrating.

Is there anything that can be done about this? I'm thinking, if you queue for a game with random people and you decline to start, you can't queue up again for another minute? And maybe it increases with additional declines?

To go along with this, I think there should be a timer to start the game. The only time I remember having to decline a game is because another player just refused to hit accept. So, I'm thinking if you don't hit accept within one minute, the game aborts.

As the table creator you should also be able to Expel this player from the table.
