I'm just wondering why the setting doesn't appear to be locked to not have them.

It seems in settings that they can be allowed, or not allowed.

Especially when with odds, if a car is in second place and stays there, you actually earn more money than the car in first staying in first.

Good point, I'll have a word with admins regarding that.
