Almost everyone in the top 50 on the arena leaderboard cheats using a move calculator in Connect 4. Playing 2nd against a move calculator is impossible since 1st player has advantage. When both players use a move calculator 1st player always wins and is a perfect game. Getting a pefect game in C4 is an ungodly task to perform without a cheat tool. Me and some other players have notes on how to beat a move calculator that goes 2nd. But is there a way to report a player for cheating based off of their match history?

You can report players for sure, but using an engine is not a punishable offense (at least, it does not violate the TOS). I suggest you find a game that isn't solved.

I'd agree with the issue being with Connect 4 being solved. You could try GoMoku which is essentially connect 5 but played on a flat board as a natural evolution. That also has a first player advantage but there is a way to handle the starting moves that mitigates that I believe.

Doesn't make sense to have (or worry about) ranking in a solved game. You don't even need a trainer or AI to win. the first-player solution is not difficult to just memorize.

Just play unranked, then you'll only be paired with people who don't care about Elo.

BGA does not care as long as it brings them mone for people to play. Why bother with playing people? Heresy!!

P.S. They should make those games like Concept: Without arena mode.
