We should definitely penalize kingmakers

I often found those toxic players on my games, and yet, only one case have been penalized for this.
I have been victimized by them too many times, and yet, no major penalties going for them, or should definitely be dedommageble of those illegal acts, and too many time, I want a way that those toxic players never come again.
Unfixed cases
-see at my last Rallyman gt game, about 12h new York time (6pm for the admins)
-the oldest never fixed one (toc game, first one I played) (I got also moderated because I insulted, but I still don't know what happened whit TortueVerte34)
-another one of rallyman gt (whit Zavant)
Fixed cases
-two games of rallyman gt (whit mbeware and algue-marine)
See, still three cases that we never fixed off. (For me)
