Clarification about Naval Evaculation

In a recent game, I've encountered a situation where a UK unit was defending a city, surrounded by enemy and friendly units, no free hex around. The city was being targeted by an assault, which was most likely to result in a DR at worst. As the Naval Evacuation rule says "the Western faction may play Naval Evacuation", my understanding was that I could tank the hit, and just reduce the defending unit upon a DR result, saving the city. However, upon getting a DR result in combat, the game forced me to use the Naval Evacuation marker, emptying the city and letting the attacker occupy it.

Initially I thought this was a bug, but now I think it's more likely a misunderstanding on my part. Is it correct to say that a Naval Evacuation marker may be used after a DR result if there is also a viable hex to retreat into with ground movement, but it must be used in case of a DR result if there is no viable hex to retreat into otherwise?

No, you're right.
It's a bug, a missing feature to be exact.
The Western faction may play Naval Evacuation
I must change it and give choice to stay or to evacuate.
