More combinations than expected?

Hi! I started a solo game to get the gist of it, but I might be misreading (and mis-hearing) the rules.
As I understand it, at each round there are only three possible pairs: one number coupled with exactly one action.
On the other hand, the selection process first lets me select a number, then one of two possible actions. This makes the possible pairs in a round equal to 6 actually.
Is this the expected behaviour?
