Bugging out.

Today, I played Carcasonne with two others one of which kept having internet issues (or, rather, issues pertaining specifically to BGA). They were CLEARLY still playing, but the one who didn't keep bugging out ended up selecting "skip player turn" which then made it so we couldn't keep playing, or if we did, we wouldn't get the amount of points appropriate to how much we had wont. But with the expansion we were playing (Pricess and Dragon) we were actually not able to complete the game because then there is noone to move the dragon when it comes to the skipped person's turn. This is the third time this has happened and another time it happened with me being the actual player, so I know how annoying it is. Is there a away to make it that before skipping the turn, we have to decie whether to first "abandon collectively"?
Likewise, similar to how we can vote up or down for someone at the end of a game, I think we should also have the option of saying "no, this person shouldn't lose rep just because they ran out of time", this makes it fair for thhose who live in countries with low internet speed or who the people who just keep bugging out.
