I'm playing in a game which is described as strategic variant. Where can I find a description and rules for this variant?

In standard Carc this is where you get three tiles in hand and you choose which of the three you place each turn.

And you keep the other two, right? And then on your next turn, you pick up one more to give you a 'hand' of three to choose from?
