Why can't we concede tournament games?

This is a pretty big annoyance. If the game is 99% lost I should be able to concede it to the opponent. BGA can't stop me from typing "gg" and taking useless moves. So why pretend that we "can't concede"? The only effect is that it wastes both players' time to come back to the game and play through the conclusion.
