In the below scenario the computer automatically gave me an extra writing science symbol (tablet) which would be an extra 5 points (4 -> 9). If this is supposed to maximize points, shouldn't it have given me an extra mechanics symbol (cog)? That would have been an extra 7 points (9 -> 16).

It's just a cosmetic bug, because it did correctly award you 38 science points.

4+4+16, plus 2 sets for 14 = 38.
