I would assume it's the player that goes out first but I've seen it go both ways. :?:

Nah it's the player with more points from panda objectives.

I somehow feel this is sometimes unfair, though.
I think that is the rule because the Panda plays a huge role in the game - gameplay-wise, storyline-wise, and brading-wise.
But sometimes I feel it is unfair when the other player completed more objectives (just more on the gardener or plot) than the other player but has more Panda objectives.
Seeing this kind of tiebreaker like Potion Explosion (if I'm not mistaken) that if there is still a tie after the tiebreaker, the one who completed most potions would win.
