You can report him for kingmaking. Go to his profile, click report, choose king making, and describe what happened as best as you can.

Those kinds of reports arenot really kingmaking. Saboteur is based to scam other people about their identity.

However, if you are a saboteur and go for the gold instead of discarding or blocking the dwarves, it could be considered kingmaking, since you're giving the game to the other team.
I have to admit I did not watch the replay. Did you?
