How to go from reduced unit to full strength?

I do not understand how in BGA you can go from a reduced ground unit to full strength. In the rules it is stated in 8.1 Replacements:

To improve a unit, its country pays the production point cost listed on the Player Aid Sheet’s Production table to do the following.
• Flip over a friendly, reduced field ground unit to its full side.
• Remove up to two Sorties from an air or naval unit.

In the Replacements Phase I can only remove sorties, there is no way to improve a reduced field ground unit. They are grayed in the map and cannot be selected. I have checked they are not marked with the Strategic Move marker and they are in full supply. I am testing with the Mediterranean 1940-1942 scenario

Am I doing something wrong? In there any rule affecting this?

I think you are confusing with the garrison units that remain in play reduced. I did not notice any bug and I also played this scenario.

or perhaps it s your supply.

supply is a big problem on this scenario !

I agree, garrison units are always reduced.
