Did this get changed from moving an opponents cube from an equal or lower number planet o any planet value?

Indeed it was. This was discussed a bit
on bgg. Idskyb (who has taken over maintenance of Quantum and implemented the latest changes), has a "revised edition" from 2017 which feature this rule change. I couldn't anything about this edition or this rule change. Although as I commented on bgg, the "lower or equal" restriction was important before the entanglement rule to avoid locking up a player. Since we do have the entanglement rule on BGA, it seems ok to lift the restriction. Still not sure what's the official rule is supposed to be here.
