Do i need to report certain types of Leavers

So i have a general question due to a person i have ran into recently while playing on the site.
As far as i can tell from a quick look at their profile is that this person seems to run mostly 2 player games, and when ahead will play the game out as normal, but when they start to fall behind, or suspect that they will be put behind, will quit and run a new game instead while also Red thumbing the player and requesting not to play with them.
The worst part being, that their Karma as of right now is 100% while doing this, because leaving like this apparently doesn't cause a penalty since i can see at least 3 Leaves that were the exact same story (the game has a score required and there was 3 in a row of them not reaching it)
Am i meant to report this player under the rules?
As far as i can tell, the rules don't expressly say something about this, but this feels like something i should probably be actually reporting, as it seems like an extremely scummy thing to do, and after realzing what had happened, i was left with a bad taste in my mouth that this apparently doesn't have a specific rule, or some way to stop them from doing this.
