Through the Ages: bug or rules?

Hi. If somebody clears up this thing, I will be appreciate this.
Sometimes you can have 2 agreements with different players, sometimes you cannot. In the last game, I signed International Trade Agreement with one player, which just automatically cancelled Pact Scientific agreement with the other player. Is it okay? In the text on both card, there is no word about cancelling other card. Something in rules?

If you play an agreement, it replaces any previous agreement
you played, it does not replace any agreement you signed that was
played by another player.
For example in a 3 player game, the following is possible:
+ P1 & P2 (played by P1)
+ P1 & P2 (played by P2)
+ P1 & P3 (played by P3)
But the following is impossible:
+ P1 & P2 (played by P1)
+ P1 & P3 (played by P1)
