Prototypes game category - what does it mean?

I've just noticed this and I'm curious as to what it is. At first I thought it was early beta, but some of the games there don't have the beta flag. Then I thought it was games where the rules are in development, not just the BGA implementation, but there are games that have been published for a while, like Fleet and Finity. What does this category mean?
