Rules question about the Bard

I got into an interesting situation today in a game of The King's Guild. Game (https://boardgamearena.com/9/kingsguild?table=154679251) if you want to take a closer look.

It was my last turn of the game, and I had Bard on my board, and all my current chamber rooms full (but three free spaces in the top row). Available for hire was Overseer, and Aristocrat was the oldest specialist on the board. So I purchased Tavern, built it, then hired Overseer. I placed Overseer In the top row, which left me with two free spaces. The Overseer effect triggers, and allowed me to hire Aristocrat. However, I was not able to place Aristocrat because it said I had no free space. I would have thought I could use the Bard to move a specialist out of a chamber into the top row, leaving space for Aristocrat's baggage, and then hire Aristocrat, but there was no option to trigger Bard's ability at that time. I had to click Cancel to get out of the situation, but then I lost the opportunity to hire, and also had no option to restart the turn so that maybe I could have moved something with Bard ahead of the build/hire step in the first place (which I guess is the only way to do it, given the current interface?). Given the Tavern/Aristocrat pair, that's a 9-point loss in a close game. Can you not use Bard at any time (even in the middle of a hire step)?
