This might be a dumb question, but can you not swap your three tiles for new ones at will? Only when zero possible moves exist? Or am I missing a button somewhere..

No you can't.
You can only do it when you are forced to do it.

And yes, you can/you can try to abuse of it.

The game would be broken if you were able to change your hand at will -- simply swap until you get a dead-end tile. Repeat four (or five) times and you automatically win.
