i am trying to find a game that only works with 3 players. so no game that allows more than 3 players and less than 3 players

If I had to guess, that's because OP had a lot of negative experiences with 2 or 4 player games that the designers extended for 3p but are not actually fun at 3p. So they want a game that was specifically designed for 3p in mind.
(Alternatively, OP is trying to find a diplomatic way to say "no" to a 4th player they don't like in their friend group, so need a game that absolutely cannot be played at 4.)

I know of none on this site, but if you are just looking for a game in general you might want to check out an oriental game Fight the Landlord (Dou Di Zhu). This has been remade in the west as Chimera. A shedding card game where it is always 2v1, but those teams change each hand.
Haggis is definitely better (with my definition of better, of course

God's playground, a Martin Wallace's game set in Poland across several centuries.
But I think the polish edition can be played with 3-4 players.
