Balance adjustments:
- increased excavation bonuses from a total of 8 VP/tile to 13 VP/tile
- increased the bonus for using Stellar Observatory card from 2 VP to 3 VP
- added confirm dialogs for lock actions, and improve toll-related messages
- extend the vessel movement click area to include other vessel icons
- added more translated strings (38093)
- fixed the "Toggle Preview" button during the toll phase (36913)
- when bumping, the bumped player can take turns again even if they've passed (but no other players can)
- disable several UI elements during submersible movement
