Tie Break France 44 on Liberated Cities

The game collects liberated cities as a statistic so to avoid the current Arena season being a dreary series of draws is there any chance of implementing that as the tie break (it currently does not have one as national will is not actually tracked in the game)?

Tie breaker for France 1944 have been updated:
Each faction scores number of city under control.
At start of game:
- Axis = 2 (BEL) + 14 (FRA) + 19 (GER) = 35
- Western = 9 (FRA) + 22 (UK) = 31
Some of them are overseas cities.
