I could not play a card even though I selected the correct number of goods. The message I got was " You must pay the card cost taking tribal advantages into account".
Perhaps you overlooked a bonus?
In such a case you can simply try to pay less than you think you have to pay. Perhaps you then have the correct amount to pay and it will work.
