Although you can't restrict by timezone, you could try looking for a public group where the members all agree to play turns with a certain time frame GMT/CET. Not sure how it would be named, but once you have it, you can restrict access to a game to members of the group.
A similar approach could be to try and find groups that are local to you - for example there are a few groups based on London, one out of Huddersfield... The players there will have similar schedules in theory.
Hope that helps, but I've not tried either approach as I stick to real-time games (partly to avoid this, and partly because I don't like how the turn based game feels odd in how it flows). Trying to publicise a group is a bit of a tricky thing, particularly if you're a new player and don't have the ability to do public messages

when playing a fast turn-based game (8 moves or more per day) you can set your playing hours...a 12 hour block where you won't be sleeping. This creates a 12 hour block where your clock doesn't run.
For 3 or 4 turns per day you can't do this, and I guess this is where the problem comes in.
I do find that most people play much faster than the required time so I often play just 1 or 2 turn per day games (but in reality the games will often have 10-20 moves made in a day)

You might also find it useful to add some friends in your timezone or thereabouts, and launch games with friends, either in real time or turn-based. If you complete your profile, you'll probably get more reciprocal adds.
