If someone is losing and they concede at the last minute, do they lose less points than if they just plain lose? I notice highly ranked people do this.

Normally not. Elo or Arena points do not depend of the final score but merely of the ranking.

I usually concede if it's got to the point where I can't win. It doesn't make any difference to elo or arena points. I wish more people would do it. It's so frustrating when someone drags out the last few moves even when they have no chance of winning. I have seen people replace clovers just to block me even though they can't win and it's not a move that helps them! Why?

Maybe they don't realise they can't win? Don't assume everybody knows what you know.
