B&H: WW2 Strategy

I'm inviting fellow clanmembers to BGA to share tips and strategies.
B&H is not yet implemented in BGA, but it's based on boardgame Risk, so it fits here.
B&H is 4 player perfect information game. The only randomness is in initial setup.
Sometimes initial setup feels super bad, but top players win over 90% of games, so clearly there are strategies and techniques for every situation.

I'm not the best in our clan, but someone has to start...
There are 4 players, so you want to stay away from fight while others kill each other.
On the other hand, getting energy from conquering territories is critical. So you have to fight. And if it's too difficult to expand from your homeland, spend as few troops as possible to conquer some useless countries in no-man's continent. You won't need those countries, but energy gives you more troops/reinforcements later.
Fight only those you can beat. Sometimes you want revenge, but the stronger guy is no longer your enemy, you fight with weaker ones for second or third place.
If you can know what others do, you can set up perfect defenses and attacks. Luckily you have complete information, troop numbers, energy and cards available, so it's possible. For me, the most difficult part is remembering what cards did they use in previous 2 rounds, I would be stronger if I had better memory.

Correction: There is randomness in fights too.

On picking battle deck...
As I remember it, there were so many airstrikes below 5800, that flak was the best card ever. So many troops saved and no energy needed.
Above 5800, airstrikes stopped. So keeping flak would be waste of slot.
When choosing cards, calculate how many troops does the card bring or kill per unit of energy. You want efficient cards.
- Artillery has super high peak efficiency, but average one is much lower. It also attracts counter-attacks from enemies. (I have lvl4, so I don't even try using it. Would consider it if I have lvl6.)
- Minefield has very high peak efficiency, but average one is also lower. It's art to defuse mines with single troop but force others to run into your mine with full army. (I have lvl6 and use it.)
- Atomic bomb looks like the ultimate weapon, but it's not very efficient. (I have lvl4 and don't use it.)

- Chemical warfare is perfect weapon against army of 20 or more. It's good choice even against army of 13 if you have low level cards. In my experience, big armies and good conditions for attack are rare, it felt like I'm wasting card slot. But the card has one interesting capability. It works as a deterrent, enemies can't freely build big army on your border, so it provides certain protection for free, no energy used. Whether it's worth one card slot is up to you. In the end, I removed it from my deck as I needed other cards more.
