Star chart - is this a bug?

With the Star Chart artefact you can activate two sites, is there anything that should stop this working?

In https://boardgamearena.com/table?table=175997699 move 180 I played the star chart, selected my two sites, paid the cost, and then... nothing. Neither were activated. I'm not sure if there's a rule I missed, a wrinkle in the interface, or this is a bug. Can anyone help me clarify if I need to make a bug report, or a feature suggestion to flag an invalid move or tweak the interface?

This is STILL bugged. Happened to me twice today. It's brutal, literally game-breaking.
