Does "in neighboring cities" include materials from their wonder?

I can't find this in the instructions anywhere. Maybe someone can point me to something I missed?

When a card says you gain 1 or 2 gold, or 1 or 2 victory points, for each raw material or manufactured good "in neighboring cities", does that also count the good or material initially produced by their wonder? Or does it only count goods and materials neighbors have played cards for?

And a related though different question: Does it count goods or materials produced by stages of their wonder that they've built?

For both questions: only the resource cards they've actually built count. If a Wonder stage produces a resource (like Alexandria), the effect is similar to Commerce cards, which do not count either.

You can buy their starting Wonder resource like any other, of course.
