I just overpayed 8 ship power for a colonization of 4, assuming I would get the remaining 4 back anyway. This was however not the case, resulting in me losing 4 ship power and getting set back in the game. I can see this might be desirable in some specific situations, but it sounds very edge case to me. It would be better to have a warning that you'll lose these 4 ships, confirming you want to overpay or if you clicked it by accident.

Well you can officially overpay. Its part of the rules and in some cases in makes sense (when you need the dice back for population)

Why in the world would you assume that?

It also makes sense when using the Android Surveyors colonization action, where going over the minimum for colonization by 1 or more gets you back 1 population instantly.
