Where is tile city's tile?

Could you tell me please, where is the tile?

This happened because at the time your opponent drew this tile, there was no place to put it. In such a situation, the rules state that the tile is discarded (forever) and the player draws a new tile for that turn.

If you replay the game from your opponents perspective you can see that on their second turn they have the missing tile. However, since all cities have been closed, there is no place to play it, and on their turn they discard the 4 city tile and draw a new one.

This is a rare situation and not very common, but unfortunately it is not clearly indicated. If this would happen to me I would inform my opponent in the chat that the tile is gone, but even for the player that is drawing a new tile it is sometimes easy to miss (if you were looking away for a bit, turnbased game, at a different tab). This has been addressed by players before and I suggest upvoting this bug: https://boardgamearena.com/bug?id=27954.

A fast check showed me that it is possible to discard 50 out of the 72 tiles. I am not sure if I have found the optimum, though.

Obviously I am close to the optimum.

OK - got it. In sequence:
a. build a completely city edged group around the starter tile.
b. eliminate all the the road/field tiles to a point.
c. create a completely grass surrounded group.
d. eliminate all the remaining city tiles.

I'll try it out to see how many are possible.
