What is ECM reduction?

ECM stands for "Empty City Markers". When there are enough empty cities on the map to have used up all these markers, the game end is triggered.
By reducing the number of ECMs, the number of empty cities needed to trigger the endgame is smaller, and so the game finishes more quickly.
