School/Mistress - How to disable token?

Is it possible for the school/mistress player to flip their token and vote instead of forbidding other players from voting?

Nope, that is part of the village extension : the token are given randomly. And if you are mistress, you can't vote (except if you lose token, when the pyromaniac burns you)
