I wonder, does a pair win against a no pair? Rules don't include pair?

Yes it does. A pair beats a High (non-pair).
I've amended the rules to add 'A Pair', thanks for that, I had never noticed.

If there's a single winner and multiple players tie for 2nd, is order still random between them?

If Player A was the single winner in your scenario, then they would be picking up last.
It's random just for the players that share the same rank.
