I would like to ask why the speech and behavior in this report is inappropriate? Why there are aggressive behaviors in this conversation?
Why Beckster can give Jenny Cat a red thumb because of this, causing Jenny Cat to be affected by the Karma system in the game experience?

This is the whole conversation.
First, if Beckster feels offended, he will not play the second game with Jenny, and give her a red thumb after the game is over. There is also a dialogue to report him for the "first game".
Second, if Beckster feels offended, he will not say sorry to Jenny in the conversation.
So it is obvious that the red thumb was deliberately added to the report.

It's really disgusting to get along well with others in public but bully people under the table.

Is that all the text Jenny Cat contributed with?

If so, perhaps the moderators thought the "@"s meant something naughty. I mean... who wouldn't?
Or perhaps she had some moderations before, and moderators decided to moderate her more severely for this one... So perhaps -3 Karma punishment instead of a normal "not guilty" or "just a warning, no punishment" (in case it would have been her first report/moderation, for instance).
Or perhaps it was a mistake of theirs.

Who knows...

I think I'm not the only one who sees no reason to get moderated for the text you provided (unless there is more to it than shown - which I doubt, supposing you provided all text), but Stranger Things happen, not only on TV.

I hope you will find some light or feedback on this issue.
