Question about scoring farms

Is it only according to the first edition rules, when farms are scored from the "cities' perspective," where cities are supposed to be worth 4 points each?
In my rule book from 2000, it has farms scored from the "field perspective," but it still says they are worth 4 points per city, not 3.
If you score farms by how many farmers in total surround a city, it might make sense to make the city worth more, whereas if you are scoring them via separate fields, then less is better.
